Crime branch lodges FIR in ‘multi- Crore JKPCC Scam’, constitutes three teams to probe various aspects

Within a fortnight of taking charge of the infamous’ JKPCC Scam, the Crime branch of Jammu and Kashmir Police has lodged an FIR and began investigations into the alleged frauds. Sources in the crime branch told Regional News Agency ( RNA) that the CB after holding preliminary investigation filed an FIR vide Number 10/2019 in the alleged ‘ illegal’ appointment case before initiating a detailed investigation into the matter. The authorities in the crime branch have constituted three different teams to hold three separate enquires into different aspects of the scam.
Pertinently the Government had handed over the case to Crime branch earlier this month terming it “a major step towards eradication of corruption in the organization, stopping and eliminating backdoor appointments and bringing in a culture of transparency, probity and efficiency.” a government spokesman while giving details of the case had said ,
“After receiving numerous complaints about the functioning of JKPCC, particularly relating to corruption in civil contracts, illegality in appointments at multiple levels and excessive cost and time overruns, the government appointed a fact finding committee to look into all these allegations”. Said the government spokesman when the case was handed over to CB earlier this month.
The spokesman had further said that the committee looked into various aspects of the case including the manner of awarding contracts without following the tendering process and on pick and choose pattern, diversion of funds from one project to another leading to a large number of incomplete projects and the irregularities in appointments at various places including a managing director.
“There are many elements in the findings and observations in the report which are quite alarming and a cause of serious concern,” the committee said in its report.
The spokesman had added that keeping in view the seriousness of the issues; the government has decided to handover the case to the Crime branch of the Jammu and Kashmir Police for an in-depth probe.
Meanwhile IG Crime Syed Afad-ul-Mujatabh refused to comment on the issue as he was out of station.
“I am in Jharkhand as election observer so doesn’t have the exact details.” IG Crime told RNA from Jharkhand over phone. However, the SSP Crime Branch Javid Ahamd Koul confirmed to RNA that FIR Has been lodged and investigation taken up. He, however, clarified that FIR was lodged only in ‘illegal appointment case’ whereas, in other aspects, the enquiry was still underway.
“We have lodged FIR as of now in appointment case only. This is a huge scam and we are probing various aspects separately. ” SSP Crime told RNA, adding that three separate teams have been constituted to probe various aspects separately.
